Disclaimer and Terms of Use of the Autoboom Report
This document is an official legal notice (disclaimer) and governs the terms of provision and use of Autoboom vehicle reports generated by license plate number.
The document defines the data sources, the procedure for processing them, payment terms, limitations of liability, and rules for using the reports.
The use of the service and/or purchase of a report signifies the user’s full acceptance of the provisions of this document.
For convenience, the text is written in masculine grammatical form; however, all wording refers equally to persons of any gender.
1. General Provisions
1.1. The Autoboom Report is an analytical document generated on the basis of the following sources of information:
- official public registries of the Ministry of Transport and Road Safety of the State of Israel;
- classified listings database of the website autoboom.co.il;
- the vehicle catalog published on the website autoboom.co.il;
- data manually collected from open sources on the Internet.
1.1.1. Access to data from official government registries is carried out using open and publicly permitted application programming interfaces (APIs) provided by the Ministry of Transport and Road Safety of the State of Israel. The service does not conduct unauthorized data collection, does not bypass technical protection mechanisms, and does not obtain access to data by any means other than those permitted by applicable law.
1.2. The information is processed using automated analysis and artificial intelligence, aggregated into tables and charts, analyzed, and cross-referenced.
1.3. The report contains information relevant at the time it is generated.
1.4. This Agreement constitutes a public offer under the laws of the State of Israel. Use of the service and/or payment for the report constitutes full and unconditional acceptance of the terms of this Agreement by the User.
1.5. By using the Service, the User confirms that they are at least 18 years old and have full legal capacity. Use of the Service on behalf of a legal entity confirms the authority to act on its behalf.
1.6. The User is informed and agrees that the availability and scope of data provided via government APIs depend on the technical availability, rules, and limitations of such government bodies. The Service is not liable for changes, discontinuation, restriction, or delays in such data, nor for the consequences of their unavailability.
2. Purpose of the Project
2.1. The primary purpose of the service is to improve the transparency of the used car market in Israel.
2.2. The service is designed to:
- provide consumers with objective information on the technical and operational characteristics of vehicles;
- reduce fraud risks in car sales, including odometer manipulation and concealment of usage history;
- support good-faith market participants in conducting fair and safe transactions;
- increase trust between buyers and sellers;
- provide additional consumer rights protection.
2.3. Data processing is limited to these purposes and is not used for any other purposes.
3. Nature of Information
3.1. All information presented in the reports is publicly accessible and obtained exclusively from the following sources: official public registries of the Ministry of Transport and Road Safety of the State of Israel, the listings and vehicle catalog of autoboom.co.il, and manually collected data from publicly available Internet sources.
3.2. The Service does not control and does not influence the completeness, format, accuracy, update schedule, or content of data published by third parties (including government authorities, private websites, sellers, and advertisement publishers).
3.3. Data manually collected from open sources is recorded solely in anonymized form, without storing images, contact details, or other personally identifiable information.
3.4. The Service has the right to remove, mask, aggregate, smooth, statistically transform, or otherwise process data, including mileage data, to protect privacy, prevent personal identification, and ensure proper statistical analysis, including using differential anonymity methods. Such processing does not intend to alter the substantive technical characteristics of the vehicle and does not constitute verification or correction of source data. The Service does not guarantee the accuracy, completeness, or currency of externally sourced information, including mileage.
3.5. The report is generated automatically upon request and reflects data as of the date and time of generation.
3.6. The information is provided for reference and informational purposes only and does not constitute legal, technical, insurance, valuation, or expert advice.
3.7. Machine learning and artificial intelligence methods may be used for structuring and analytical data processing; these do not constitute a technical or expert assessment of the vehicle.
3.8. Analytical results generated by machine learning models are probabilistic in nature and cannot serve as final confirmation or refutation of any factual characteristics of the vehicle. Such results do not replace inspection by a qualified specialist and cannot be used to make legally significant claims.
4. Personal Data
4.1. The Service does not collect or store personal data of vehicle owners.
4.1.1. Personal data of the User is processed in accordance with the Privacy Protection Law (חוק הגנת הפרטיות, תשמ"א–1981), the Computers Law (חוק המחשבים, תשנ״ה–1995), and applicable regulations. Technical and organizational measures are taken to protect User data from loss, unauthorized access, or disclosure, except as permitted by law.
4.2. The Service does not identify individuals.
4.3. The license plate number is not used for any purpose other than displaying vehicle information.
4.4. Processed data relates only to vehicle characteristics and does not include information identifying owners or drivers.
4.5. The User acknowledges and agrees that their name and phone number may appear in the personalized online and downloadable (PDF) report solely to confirm ownership of the report and prevent unauthorized distribution.
4.6. Personal data is stored only for the period necessary to provide report access, but no longer than 12 months, unless otherwise required by law, after which it is deleted or anonymized.
4.6.1. The Service may use analytical tools, including AI, provided they do not identify vehicle owners and are used solely to provide the report.
4.7. The User may request access, correction, or deletion of personal data by contacting info@autoboom.co.il.
4.8. In the course of using the Service, cookies, web beacons, and other web analytics technologies may be employed to ensure the technical functionality of the website, personalize the interface, and perform statistical analysis of Service usage. The User has the right to restrict or block the use of cookies through browser settings; however, such restriction may result in partial or complete limitation of the Service’s functionality. The installation and use of cookies are not intended to identify vehicle owners.
4.9. For the purposes of information security and proper functioning of the Service, technical data may be processed automatically (including IP address, date and time of the request, device/browser identifiers, session information, and system logs). This data is used solely to ensure operability, prevent fraud, and address security incidents, and is not intended to identify vehicle owners.
4.10. The User’s personal data may be processed by authorized data processors acting on behalf of the Service, including outside the State of Israel, provided that all applicable data protection requirements are complied with and data processing agreements are in place to ensure a level of protection no lower than that required by law.
5. Limitations and Disclaimer of Liability
5.1. All information is provided “AS IS”, without warranties of accuracy, completeness, relevance, or suitability for any purpose.
5.1.1. The report is not a statement or guarantee of the vehicle’s actual condition.
5.2. The Service does not inspect vehicles and is not responsible for their condition.
5.3. The report is informational only and does not constitute technical, mechanical, legal, or expert evaluation.
5.3.1. The Service is not a licensed vehicle appraiser (שמאי רכב) and does not provide professional, technical, mechanical, or expert evaluation of the condition or value of a vehicle within the meaning of the laws of the State of Israel.
5.3.2. The Report shall not be considered evidence, an expert opinion, a technical inspection report, a mechanical inspection certificate, or any other form of verification or confirmation of facts that may have legal or financial significance.
5.3.3. The Service is not responsible for any decisions made by the User during negotiations, disputes, claims, or when interacting with sellers, buyers, dealers, appraisers, insurance companies, or any other parties. The User bears full responsibility for the interpretation and use of the Report and any consequences arising therefrom.
5.3.4. Use of the Report for the purpose of making allegations, claims of fraud, misrepresentation, or intentional concealment of information is not permitted without conducting an independent expert evaluation by a qualified specialist. The User confirms their obligation to seek independent professional assessment if necessary.
5.4. The Service is not responsible for any decisions, actions, or transactions made by the User based on the Report, including, but not limited to, the purchase or refusal to purchase a vehicle.
5.5. The Service shall not be liable for any losses or damages of any kind (direct, indirect, punitive, incidental, consequential, or otherwise) incurred by the User or third parties as a result of using the Report.
5.5.1. To the maximum extent permitted by law, the total aggregate liability of the Service for any claims related to the Report or its use is limited to the amount actually paid by the User for the corresponding Report.
5.5.2. Nothing in this Agreement excludes or limits the liability of the Service where such exclusion or limitation is not allowed under applicable mandatory legal provisions. Any applicable limitations shall apply to the fullest extent permitted by law.
5.6. In case of discrepancies, only data recorded in government registries prevails.
6. Prices and Mileages
6.1. Information regarding prices and vehicle mileage is generated on the basis of statistical calculations and data obtained from the classified listings database.
6.2. Despite regular verification and updating of the information, the Service does not exclude the possibility of errors and inaccuracies.
6.3. The stated data cannot be considered final or absolutely accurate.
6.4. Displayed mileage information may be the result of statistical data processing for the purpose of protecting confidentiality and preventing the identification of specific individuals or vehicles. Such information is, by its nature, approximate and may not be used as confirmation or refutation of the actual mileage of the vehicle.
6.5. The User acknowledges and agrees that mileage data may not serve as grounds for claims, accusations, or demands for compensation, and must be verified by an independent qualified specialist.
7. Payment and Use Conditions
7.1. Prior to payment, the User is provided access to a “Free Version” of the report, which contains a limited amount of information intended to allow the User to understand the type of data contained in the full report and decide whether purchasing the full report is appropriate. The User acknowledges that he has reviewed the contents of the “Free Version” and understands the nature and scope of the report prior to payment.
7.2. Payment is made solely for the service of structuring and visualizing the full report in an accessible form, and not for access to the data itself.
7.3. Any use of the report is carried out by the User at his own risk and responsibility.
7.4. The User has the right to provide the report or the information contained in it to persons directly involved in evaluating and/or completing a transaction, including potential buyers or sellers of the vehicle, mechanics, insurance companies, appraisers, legal consultants, and other specialists.
7.5. Publication of the report (in whole or in part) in open access (social networks, public forums, advertising platforms, etc.) is permitted, except in cases expressly provided for in Section 9 of this Agreement.
7.6. The absence of data regarding a vehicle is not considered a deficiency of the service, as the Service provides access to and processing of data in the form in which it exists, and does not guarantee the availability of information in the sources.
7.7. In accordance with the Israeli Consumer Protection Law (חוק הגנת הצרכן, סעיף 14ג(ד)(3)), the consumer has no right to cancel the transaction and receive a refund after the digital service has been provided, where such service is classified as “information” (מידע) under the Computers Law, תשנ״ה–1995. The full Autoboom report is such a service because it is generated and provided to the User immediately after payment.
7.8. Access to view and download the full report is granted to the User for a period of 28 (twenty-eight) calendar days from the date of payment, after which access is automatically terminated. The User is solely responsible for saving the report within this period. Reissuance of the report after access has expired is only possible through a new order.
7.9. The report is personalized and may contain the User’s identifying details (name and phone number) both in the online version and in the PDF version. The User shares the report with third parties at his own risk.
7.10. All prices displayed on the website and within the Service interface are shown excluding Value Added Tax (VAT). Where required by the law of the State of Israel, VAT is added to the cost of services at the rate applicable at the time of payment. The final payment amount, including VAT (if applicable), is displayed to the User prior to confirming payment.
7.11. The User acknowledges and agrees that payment for the Service is for the structuring, analysis, and visualization of data, and not for access to the data itself, which is publicly available in accordance with the law.
7.12. Payment system commissions, bank fees, and currency conversion costs (if applicable) are borne by the User and are non-refundable.
7.13. In the event that the User initiates a chargeback procedure, the Service has the right to suspend access to reports and services until the dispute is resolved, and to recover documented expenses incurred because of such a chargeback, if the payment was lawful.
7.14. The Service has the right to correct obvious errors, typos, and inaccuracies in prices, descriptions, and other information related to payments and service provision, including after an order has been placed, provided that the User is notified and given the opportunity to cancel the order before the service is performed.
8. Recommendations to the User
8.1. The Autoboom Report does not replace an in-person inspection of the vehicle or the involvement of an independent expert.
8.2. The User is recommended to:
- personally inspect the vehicle before completing the transaction;
- consult qualified specialists if necessary;
- formalize the transaction only with a written contract of sale.
9. Confidentiality Agreement
9.1. This Confidentiality Agreement enters into force upon the User gaining access to the full report and remains in effect indefinitely with respect to copyright and proprietary materials.
9.2. The full Autoboom.co.il report is intended for use by the User for evaluating and verifying the condition of a vehicle and making a purchase decision.
9.3. The User may provide the report or information contained in it to persons involved in the transaction or consultation, including buyers/sellers, mechanics, appraisers, insurance companies, legal consultants, and other specialists, provided such persons use the report solely for professional vehicle evaluation and do not further distribute it.
9.4. Use of the report for the purpose of commercial resale of services is not permitted, except within the framework of the User’s lawful professional activity.
9.5. The User undertakes to indemnify for losses and to defend the Service and its affiliates against any claims, demands, and expenses of third parties arising as a result of the User’s violation of the terms of this Agreement.
9.6. Displaying the User’s name and phone number in the online and PDF report does not constitute a breach of confidentiality and is intended solely to confirm ownership and prevent unauthorized distribution.
9.7. This Agreement is governed by the laws of the State of Israel. All disputes shall be resolved in the competent court of the Tel Aviv–Yafo district.
9.8. All rights to the full and/or free report, its structure, design, and components belong to Autoboom.co.il. The User is granted a non-exclusive, non-transferable, revocable license to access and use the report solely for the purposes specified in this Agreement. Any other use is prohibited.
9.9. The User is prohibited from:
- (a) performing automated data collection (scraping), bypassing technical protection, decompiling or modifying Service software components;
- (b) interfering with the operation of the Service, including exceeding established request limits;
- (c) using the report to create derivative products and/or commercially resell services outside the expressly permitted scope of this Agreement.
10. Changes to the Terms
10.1. The Service may amend this Agreement unilaterally due to changes in Service functionality, legal requirements, or other necessary reasons.
10.2. The updated version takes effect upon publication on the website, unless stated otherwise.
10.3. Notice of changes is provided by posting the updated text and publishing a notification in the User’s account.
10.4. The User is considered notified once the notice is posted, regardless of whether the User reads it.
10.5. Continued use of the Service after changes take effect constitutes full acceptance of the updated Agreement. If the User disagrees, they must stop using the Service.
11. Language Versions
11.1. This Agreement may be published in multiple languages (including Russian, Hebrew, English, French, and Arabic) solely for the User’s convenience.
11.2. In the event of discrepancies or interpretation differences between language versions, the Hebrew version shall prevail.
11.3. By using the Service, the User accepts the terms of the Agreement in its current version, regardless of the language chosen.
12. Miscellaneous
12.1. Force Majeure. The Service is not responsible for delays or interruptions caused by force majeure events, including network outages, cyber incidents, war, or emergencies.
12.2. Severability. Invalidity of any provision does not affect the validity of the remaining provisions. Such provision shall be replaced with one closest in meaning and lawful.
12.3. Notices. Legal notices are delivered via the internal system chat and/or User’s personal account. A notice is considered delivered once posted, regardless of acknowledgment.
12.4. Assignment. The User may not assign rights or obligations under this Agreement without written consent.
12.5. In case of a User’s violation of the Agreement, the Service may suspend or terminate access without compensation and revoke the license under clause 9.11.
12.6. Provisions that by nature remain in effect (including Sections 4, 5, 7, 9, 11, and 12) continue after termination.
12.7. This Agreement constitutes the entire agreement between the parties, replacing prior discussions unless expressly incorporated by reference.
12.8. Section headings are for convenience only and do not affect interpretation.
